Richard Vance was standing near the wall safe while handing a thick yellow envelope across the desk.
The person receiving the stolen custody files stepped into the overhead desk light.
It was Victoria's personal assistant and private driver Thomas.
Sarah looked from the digital screen straight into Victoria's wide terrified eyes.

The lead agent stepped directly past Mark and stopped right in front of Victoria.
Agent Miller: Victoria Hayes, you are under arrest for conspiracy, extortion, and child endangerment.
Victoria dropped her expensive leather bag onto the polished marble floor with a soft thud.
